Here is the low down on taking things (personal belongings) into Mexico. The first thing you need to do is get some kind of legal document that says you have the right to be in Mexico. This could be anything from a tourist permit (which is good for six months) or an FM3. The tourist permit will net you a few problems but is good enough. The FM3 will take a little time but is obtainable for the price of $150.00 ? 300.00. After having one of these documents you will need to itemize all items you want to take over. It is not necessary to put a value on them. You will need to put a letter together stating that the above items are for your personal use in your house our apartment in Mexico and you have the right (proper paperwork) to live in Mexico. This letter with the list of items needs to be taken to the declaration department at the boarder (BEFORE YOU TAKE YOUR STUFF DOWN). They will give you the proper documents to bring all the items you have listed into Mexico at no charge (tax, fee, etc). They will request that you move the items in as few trips as possible. They prefer one trip for all items. That is why you see the trucks loaded to the point of dangerous all the time. There is no limit on the items you can take over as long as they are for your residence. You will also have to have something showing that you do have residence in Mexico (water bill, rent receipt, electric bill, or phone).
I hope this answers some of your questions.
