Explorer; Johnson was President during the incident you describe. He sent Phil Sheridan down to the border of Texas in 1866. Lincoln was dead at that time (ofcourse lol) As a side note Maxmillian would not recognize the south as an independant country among other reasons because they would not grant recognition to a French Goverment in Mexico.
