There is a kiosk at the Tijuana airport before entering the departure lounge where they may ask to see your tourist card (basically a visa) and probably your passport as well. When you return there is the immigration counter where they can again ask to see your tourist card and passport. This applies to even domestic flights totally within Mexico. I was stopped and interrogated when returning from Mexico City. There is no reason for your companion to be illegally in Mexico. She needs to get the tourist card (visa) at the border station to the right as you walk into Mexico thru the gates. To get the card however, she will need some serious USA documents (passport, original birth certificate, green card). If she doesnt have the papers, then you are taking a real risk. Mexican newspapers regularly carry stories of illegals being apprehended at checkpoints and deported. I have observed non-Mexican hispanics having their documents thorougly checked at TJ airport as well as in the interior of Mexico.
