Go to the central bus station in TJ (the one near the airport, not the one near Revolucion), take the ABC bus line to Ensenada. It runs hourly, costs about $8, and takes about 90 minutes via the toll road. It makes several stops going into Ensenada, ending up at the main bus station there, approximately a 10 block walk or 5 minute cab ride from the embarcadaro.
