Fox's PAN party is Mexico's equivalent of the "religious right". It makes no difference whether or not there was ever a solitary bag of dope consumed or transported through Mexico. The PAN would like to end prostitution as a matter of MORALITY....nothing more complicated than that - all the rest is smoke to build consensus...to tie prostitution to other societal evils so that opposition can build to it from those who would otherwise tolerate the moral choices of others. Since the PAN also controls state and municipal government in Baja and Tijuana, the forces are aligned for a serious offensive against prostitution. Drug cartels are relatively new to Mexican society while prostitution has been institutionalized forever. Should make for an interesting contest.

Fox has demonstrated in many respects that he is not a traditional PAN right wing extremist - he shows the potential to become a dynamic leader who could be very good for Mexico overall. But when you are the standard bearer from an idealogue party like PAN, there are certain debts to be paid. As someone else posted in a similar thread, vice is always an easy early target for those who need to pay their political debts.
