You'd have to think that the logical destination of that crossing would be the north end of Revolucion which is technically within the zona norte...in fact, the entire "artisan" district from the foot of the current pedestrian bridge west to Revo is within the neighborhood labeled as the zona norte. It is also logical that the city would incorporate the hellish north end of Revo (between Articulos 123 and the River) into the existing tourist district...that could be done without the innocent tourists being exposed to the depravity immediately to the west.
