Morality is always a safe target to aim for. Fox is not planning to eliminate all brothels in Mexico. His targeted concern at this point is cleaning up the boarder towns. Many times this is the only view of Mexico that people from other countries get. If they get negative impressions on that visit, what are the chances that they will want to venture anywhere else into Mexico.
As far as controlling sex trade. FORGET IT during the depression sex was still selling. If sex trade was something that was easy to control it would be available everywhere legally. I do not even think control is the issue it seems corruption in control would be more of the issue. This corruption would than lead to negative views on the issue. That is more than likely why we now have Fox looking to close it down by tying the cartels in with the business. Although I am unsure if the cartels own or sponsor any of the locations in TJ (I do know of two well known establishments in Mexico City they do own) they do insure that the girls that want drugs have them, and there is a lot of money exchange that takes place in a number of the businesses. And yes I know this for a fact. I have one dead friend to prove it by.
Mexico will never eliminate prostitution. It has been a means of survival for many years. If you have the time to walk around TJ you will notice that there are a number of new vocational learning centers opening on almost every corner. If you think the working girls are stupid, go look in these places at any given time of the day. They know what is going on and they realize that a change is about to take place. They will have the option of relocation to an area in Mexico that will allow the activity but it is not going to pay like a boarder town does. They are not going back to their hometown to work the bars. Most do not want their family to know what they are doing. Fox is aiming to take Mexico out of third world status or at least setting it on the track for a short period. He is going to address any issue that is not common (cartels/drugs, prostitution) in a non-third world country. It has amazed me that this has been an ongoing news issue in Mexico for the last week. It was not just one broadcast but a continuing series of broadcast extending all the way into South America.
Good for Mexico bad for Mongers. This will just mean you may have to travel a little further for pleasures of the flesh.
