I'm confused now. Are you saying that mongers could get arrested for having sex with a prostitute in the zona? Has anyone ever been arrested for having sex with a legal age prostitute in the zona?

In California, and in most of the USA, there are laws specifically defining the exchange of sex for money as a criminal activity. There are no such laws in Mexico. Thus, it is legal.
