He probably could have gotten off for about $40. That is assuming he really was drunk. If not, he should not have paid anything. Actually, I have not talked to a single person who has actually been taken to the station in TJ after being shaken down and refusing to pay, at least not since the crackdown on police corruption began last year. It is possible the police are too afraid of being reported if they actually take you in after suggesting a bribe? Is there anyone else out there who has experience which can refute this theory?
