I have seen this happen a couple of times, where a car would get the red light, pull into one of the inspection areas, and be ignored. It also happened to me once. In the case of the other two cars, they sat there for a few seconds, then drove off. In my case, I sat there a little longer, maybe 30 seconds, because I had not been driving into TJ for very long at the time. I finally started to get out of the car, and a customs guy who was walking toward me just waved me to go on. Next time it happens, I'll wait about 10 seconds, then leave if nobody is heading towards my car.
