Possibly so. Actually, I misspoke - there were two underage gringas in the zona up until last Monday, when one turned 18. She is of Mexican descent, but says she was born in the U.S. The point I was sort of making is that if they can work while underage, which is definitely illegal, they can work without a proper visa, and possibly vice versa.
