English speaking long-term US dwelling icons found in the Zona usually have very good reasons for living and STAYING in TJ. Many have had legal problems in the US, either criminally or with immigration officials/border patrol. For many re-entering the US is a dangerous proposition.

Crossing without ID is always risky for anyone of Hispanic descent no matter how well they speak English. The kind of ID mentioned above is always in danger of being lost by someone that lives on the street and has a tendency to lose their ID's which are not easily replaceable. It's not a safe place and no posessions are secure from anyone who thinks you got something they want, and that cops are the worst offenders if they catch you with any money.

Finally, heroin use is rampant among the Zona street dwellers. This doesn't exactly promote good health. They're actually a pretty remarkable example of survival under pretty severe circumstances. It ain't no picnic.
