There was no plan to shut down the border, at least not by any of the main groups sponsoring the rally, which included the local AFL-CIO on the US side. It was a simple peaceful rally of 1000 people concerned about workers' rights and the environment, and corporate control of governments. Now some of the tiny fringe groups that showed up may have had other ideas. There was some nuts who allegedly threw some rocks at California Highway Patrol. No arrests according to today's paper, so I guess they didn't catch them.
