The ultimate hearsay, a friend heard it on the news, and I think it was referring to people busted at the border not anywhere else. The reason given was that the vehicle seziures were causing more trouble than they were worth since most people were smart enough not to risk getting a nice ride confiscated and the junkers they did seize didn't result in much sizure dollars. I can't vouch for the truth of this rumor but my friend doesn't make shit up.
