All the dates and times from what I see, appear to be based on PST, I'm not too sure if it switches between Summer and Standard time.
Is it possible to allow users to select their own timezone and see all chat and topics using that timezone?

This development is unlikely in the near future. I originally was going to write unlikely at all because of the difficulty, but figured out how it could be done while I was writing it.
In case anyone is curious, it would involve rewriting each date (e.g. Saturday, January 7, 2012 - 07:07am) into a portion of code with a numeric representation of the date (1325948820) along with code to translate and display it according to user settings.
I have so many other ideas that take precedence, though. Then again, if I can keep up the rate of development I've been running at for the past month and a half, maybe this will be something I can work on.

Well, I've managed to muddle through the last eleven years by adding three hours to the time, so I guess it's not all that high a priority.
You could file this under the "it would be nice" category.
