Can't tell you the status of Tower 2, but I did post elsewhere that they do usually check girls for ID's at the Grand President.

Was there March 29th. Check-in was horrendous as our rooms were not available when we arrived even though we confirmed with time we would be checking in. Had to wait for rooms to be cleaned.
After that I'd say the place is not bad for the price. (1600 baht for Topaz prior to Apr 1 and 1450 after) Pool on top of Tower 3 is nice and quiet for a morning swim. Breakfast buffet is good (In tower 1) The German place at ground level tower 3 has some decent food and the location is centrally located.

It appears all of the President Park properties have check-in problems. For example, the Solitaire appears to overbook (based on my experience there and some others I have seen on various boards) and doesn't seem to care when this results in a major inconvenience. I had a related type of problem (of major proportion) when I stayed at the Grand President. I have stayed twice and President Park properties, and while they would be good value if they had some sense of responsility to the customer, unfortuntately they do not seem to. I am talking institutionally. At both places, there were employees who were helpful, but it appear the decision makers are not.

The Grand President is undergoing some remodeling right now until around the end of June in Tower 2. I stayed there a couple nights this past week, and although my room was fine in the evening, during the day (starting around 9 am) there was a lot of hammering and banging going on until early evening. Also, the halls and elevators wreaked of paint thinner, although again, the room was fine as far as fumes. They upgraded my room to an executive suite when I checked in, as compensation for my "inconvenience" but if you're a light sleeper who is going to sleep in, this may be something to consider.
