However, at some places that already know you like Monte Carlo or Luomo, they wont pay the driver so he will ask them to call you back out to pay him.

You may need to speak Portuguese to pull this off. It begs a question though--is all that really worth a taxi ride which would cost 10 reals ($3.00)? Might be easier to just pay the $3 and ride in peace without having to negotiate with cabbies. Personally, I rarely take Taxis to Termas. I used to care a lot if they collected commission and tried to foil them whenever possible but BT wisely pointed out..."WHO CARES"? So I let it go.

Being the devils advocate, I will argue against them getting anything--the Cabbies didnt take you there. You got in the cab and asked to go to "Luomo". It aint like you just dropped off the turnip truck and said, "where can I get laid". This is why they pay commissions--for the cabbies to bring them clients that otherwise wouldnt have found them. I agree taxis don't deserve the commission when you already know where you are going (actually, they don't deserve it in any case). But at least in Rio it is usually kept within semi-reasonable bounds. Try Bangkok where when you walk into a soapie massage parlor you may have a leach taxi driver tag onto you and say he drove you there. The result is he gets somewhere around $12 US, and they add this amount dollar for dollar to your session price. One such place, Cupidity, has so many of these leaches hanging around the door I stopped going there since the papa-sans often won't even listen to you when you tell them you didn't arrive by taxi.
