If you are coming from Tijuana, you can catch an inexpensive one way ticket to Ensenada for $8 or a round-trip ticket for $12. The trip takes 100-120 minutes. The station in TJ is easy to find, it's just around the corner to the right past the Taxi Libre pickup. Buses run on the half hour from early morning to 9:30pm at night. I am uncertain of the drop-off point so I'll have to check it out on my next trip. It was right across from a Gigante Supermarket which I didn't notice when I caught a ride back from the Ensenada terminal.
The Ensenada terminal is on the east side of Riveroll between 10th and 11th. The schedule and prices are similar to the TJ station. There is a smaller terminal that also runs to TJ a couple blocks closer I believe between 8th and 9th, but only runs buses on an hourly basis. I didn't check the price.
Taxi rides should be a few bucks, but if you don't mind the walk, it's not that far. I'm not sure how safe the walk is at night, but the streets didnt seem to have much in terms of attractions so I would probably recommend against it even though I haven't heard of much of a crime problem in Ensenada.
