First time I went to Japan from Thailand they did go through my luggage and even got the dogs. There was another gaijin who went through immigration just before me, was interrogated at length, and I believe was suspicious; customs may have gotten an alert and thought I was him (they started giving me the third degree before even examining my passport, asking whether I had a return ticket to the U.S., etc., which I know the other gaijin told immigration he did not). Second time, I got through Japanese customs in about 10 seconds without any scrutiny. So it depends. I suspect if you are a business traveller, as I was and made clear the second time, they are less likely to open your luggage since they are looking for drugs. Never been asked any detailed questions on the way back into the States. Once in 1971 though, I was asked by a Canadian immigration officer whether I had ever smoked marijuana. When I said no, he asked me whether I ever lied to an immigration officer. He never asked me to take a polygraph test, however, and I was finally let into the country thereby forever corrupting it.
