All nations that have been conquered or colonized in recent history have this issue of two languages. The Philippines, for example, has the native Tagalog (sp?) language which is spoken inside the house, while school education is given in English. Before communism took over Indochina, Cambodia and Vietnames used their native language in house and French in school. If you travel through places like the Yucatans, you will see that some (probably large) parts of Mexico are not ethnicially or culturally Spanish at all. I wouldn't be surprised if some indigenous people view Spanish only as a secondary language, or even the language of their (past) enemy.
