Personally, I think the laws in Mexico remain in "flux" deliberately...in this manner, nobody can be absolutely confident that what they are doing will not meet with some kind of legal penalty. In terms of collecting public revenue, ambiguity is good. I don't slight Mexico for this by the way, anyone in the US who has been through an IRS audit or a major property trial knows how nebulous and open to interpretation US law can be... Clinton hit the nail on the head when he waxed philosophical regarding the meaning of the word "is"...all lawyers, courts, judges and governments play this semantic game, typically for their benefit. Mexico's Napoleonic Code and Latin cultural traditions just give it another twist... What Article 4, Section 5 does make clear is that prostitution will somehow be monitored and controlled...at whose whim, who knows...? KRICO
