If youve been a victim of a crime , the place to report it is the U.S. consulate.When they in turn report it to the mexican police, it is not taken lightly.You may call the consulate in Tijunan at 52-66-81-7400. If you feel a little funny about calling them, you may report the crime by mail. American Consulate General P.O.Box 439039 San Diego, Ca. 92143-9039.If too many crimes are reported for one city, the consulate will issue a travelers warning.This is very serious to the police and local businessmen.If the consulate tells the Tijuana police that there are several muggings in the constitution and primera street area, you would be very surprised at the police response.I looked and looked for an e-mail addy but couldn't find one.
