Yes, that is a funny story. And I think he may have been about right regarding the amounts of the tickets. I have read in the newspaper this year that they have increased the traffic fines, and some of them like speeding are rather hefty...in the $50 range.

For my part, I would rather pay $80 to the city than $20 to a corrupt cop. Otherwise, it will never change, and for me, I will never contribute to it because I like Mexico too much, and I want to see it emerge into its full potential. And the city could sure use the money anyway to fix roads, and otherwise provide better infrastructure. I would just consider it a "user fee" and a small price to pay for the all the fun Tijuana has given me. I say this only because you admit you broke the law. Otherwise, I wouldn't want to pay anything to anybody, but I'd still rather pay more to the city.
