In response to a couple of comments on this board i always drive in Tijuana. If I was going to strictly the zona I probably would not drive. But I enjoy going to the playas and occasionally Rosarito or Ensenada.
Recently (two months ago) I was given a ticket for going the wrong way on a one way street in the morning. I caught myself right away (traveled about 100 yards) and immediately U turned. The policia happened to be parked in that direction and immediately red lighted me and pulled me over. No mention of bribe and all they kept saying is why are you in this area - they mentioned the area was full of rateros and drugas. Bottom line is I went to the police station and paid a $27 fine. Anyway in my case the policia were professional.

I hate to come off as knowing the answers, but if that had happened to me and I paid them that money, I would driven to the police station and reported them. All you would need most likely would be a car number or name or badge number.

A long time ago a buddy of mine got robbed by a bouncer and a chica in a dump bar. Me and my other buddy had left him their and when he later saw us he told us he was robbed at knife point. I had read an article in the LA paper that explained what to do if you needed help. We went to the tourism bureau (1st and Revolution), and they told us to go to the police station and they gave us a Lieutenant that spoke english. The Lt. took all three of us back to the bar and got all of my buddies money ($98) except for $5 that the chica got away with as her split.

That's been a long time and maybe it doesn't work anymore or whatever, but I certainly would try something.
