As a rule of thumb, you are not going to find the 800-1200 or more equivalent within commute time of the boarder. Unless you consider five to eight miles ok. As far as safety goes most of the places in TJ have security gates that are locked at night. I have found some four plex apartments that are very nice. Two units upstairs two down and a court yard for parking that is behind a security gate in front of them. The problem is no one in them intends to leave anytime soon. I check them on a monthly basis for vacancy. The thriller to them is that they are only 300 per month. They are located about 3 miles from the boarder off second two blocks up from Cohuilla. There are two sets of these places but none of which I think any of you would venture to live in because of the area. They are located on the edge of the zone. Which by the way is really not that bad of an area to live in. The other thing that you need to remember is that in Mexico, very few apartments come with refrigerator or stove. The other side of the coin is you will need to purchase a tank for gas in most of the apartments in others you will even need to purchase a hot water heater. Welcome to Mexico. As far as transporting things across the boarder (washer, dryer, etc..). If you can show proof of residence they will normally leave you alone. The one time I did declare large items it cost me $20. That was for a washer, dryer, refrigerator in one load. These were new items just taken out of the box before crossing the boarder. Fox is working to stop the rip offs at the Mexican secondary inspection. The purpose of the declaration is for businesses bringing things into Mexico to sell from the US. If businesses do not pay the taxes they can be shut down for selling imported goods. As far as your computer, stereo and what nots, I have never had a problem and have never declared them. They are for personal use. For all they know I could be going down for a two week get-a-way and want these with me. Bringing them back into the states is another matter. Also there is a new group of inspectors at the Mexican Boarder at this time. Fox appointed them about 2 weeks ago or so. They are not looking (as much) for citizens or visitors bringing goods into Mexico as much as they are looking for business people importing items to sell. Also before moving into Mexico you may want to look into an FM3, 4, and 5 to cover yourself 100%. In the interim of getting the FM documents approved it would be recommended that you obtain a least tourist permit that is valid for 180 days and is renewable. It might even be good for any of you that travel a lot to the zone, think about getting a tourist permit, for $20 it could save you some headache.
