The statue was a gift from the city of San Diego. I don't know what year, but the 80s sounds about right. Tijuana also gave San Diego a gift of a statue of some leader, but I don't remember who (Benito Juarez?). That statue is in a park somewhere in SD, but I dont' know which park.
