This was a gift to Mexico from President Ronald Reagon. Lincoln holds broken chains signifying the breaking of the chains of slavery. Mexico outlawed slavery well before the US and Lincoln was one of the few congressional representatives to vote against the Mexican-American war. He voted against the war because he felt it was unconstitutional. He admired Benito Juarez. It is noteworthy that they have a Lincoln statue and we have a Benito Juarez statue in downtown San Diego.
