If you walk across the border, you have undoubtly seen the signs for the rewards for 2 of the Arrellano-Felix brothers. These are the heads of the Tijuana Drug cartel, currently the most powerful in Mexico. Those signs have been up for a long time. These gentelmen own the drug action crossing through TJ. That is huge bucks. Comparatively the prostitution is much smaller. When the peso crashed several years ago, the AF cartel recruited a lot of middle class Mexicans who had serious cash problems (you want your daughter working at AB). They are protected. They probably hit the TJ police chief a year ago and are reputed to have assasinated a Catholic Cardinal in the GDL airport. Some of the San Diego street gangs are on their payroll. The DEA estimates that a body a day appears in TJ due to drug violence. As things stand today these guys are untouchable within Mexico. They also have serios influence within the US. When they came to TJ from Sinaola they established themselves in middle class neighborhoods and donated money to the church for influence. Kind of makes you wonder if the Cardinal was a favor to somebody. They are big, powerful, intelligent, and deadly. They could take out Fox anytime they felt that they had to. Fox has undoubtly formed working agreements, probably uneasy ones, with their representatives. Fox is looking to the long term. He knows he can not remake the Baja in a few years. Maybe he can begin to affect changes where his country moves to an economy that offers better things to it's children. Maybe the AF agrees with those ends too. Gitano
