Possible stupid questions, but...?

When I was in TJ, from my cab, I saw a place located East of el centro TJ on Ave. Rev. (that's where I think it was) called "WestFargos".
What exactly is this place? What is it like? I see the posts in the TJ Discussion Forum, by monger Westfargo.
Is this HIS favorite place? Or is he so legendary in TJ that the owners named it after him in some sort of tribute?
