I don't claim to be an expert, but I have read multiple articles on these types of systems, and all have stated that they are not nearly as infallible as their manufacturers want people to believe. The impression I got is that they are normally set up so that when in doubt, the assumption is made that no crime has been committed. Most of the articles have actually been quasi-exposes whose point was to demonstrate how much money was potentially being lost by chronic toll abusers.
