Points well taken. However I do have some suggestions that might help. Your comment about Mexican law and compensation might be on the books, but in Mexico this is the usual way to elicit cooperation in any endeavour. Appeals to a higher purpose might work, but remember that poverty and lack of opportunity abound in Mexico on a scale that is mind boggling. If you need data or info from the Mexican point of view, a good resource might be "Las Magdelanas" or the working girls union. Data and info from public health organizations down there are unlikely to be reliable. If you will be conducting any research "in country", you will also need a good conversational grasp of Spanish or bring a translator. Most of the public officials and government representatives who can speak English are also the same people who are probably the least reliable sources of valid data or information.
