Let me try to re-state the issue:

There are no places in Mexico where prostitution is legal. There are a few places where the city fathers have enacted ordinances that provide for zones of tolerance where the police are instructed not to arrest or otherwise both clients and providers.

This is not to say that the activities within these zones of tolerance are legal, nor that contracts, either oral or written are enforceable, if the contract deals with the illegal business of prostitution.

Lastly, if prostitution were legal in Mexico, why would be necessary to create zones of tolerance?

Oh yes, there ARE places in the US where prostitution IS legal.
