Okay Guys, Here's my take on this. The exact legality of prostitution in MX is fuzzy at best. (gee, now there's a surprise) Laws in Mexico are Always fuzzy. Hell, many laws in the US are fuzzy. The reality is that selective enforcement of the law is a part of Mexican culture. And THAT is what's important to remember. HornyMike suggested that he'd 'take the ride', and possibly just be driven all over TJ for the evening. In my opinion that's just plain dumb. Sure, you MIGHT not end up paying any money, but what is the actual cost in terms of HOURS. To me, time is money, and the lost opportunity cost by driving all over TJ for four or five hours vs. paying $40 and going on with my evening of entertainment is an easy call to make. I have personal experience with getting sucked into a situation where I'd done nothing wrong, but was standing next to the wrong person when La Guardia came rolling into La Zona. The opening round was a request for a 'fine' of $100, which I told them I didn't have. (they knew how much money I had since they'd emptied my pockets, but didn't find my 'private' cash stash) After two hours, they ended up letting me negotiate down to $40. And, I took it. For me, it was the two hours that I was more pissed about, not the $40. I think that the important thing to remember is that you are on their turf (without the protection of the US Constitution), and playing by their rules (which are vague at best). For MOST, maybe not all, but MOST people, it's much better to stay within an area of understanding that is comfortable. This will vary with the level of Spanish speaking ability, understanding of Mexican law, and understanding of Mexican Culture. The reality is that you don't have to know the letter of the law to understand the cultural norms of any country. That's true of the US as well. How many of us know the exact letter of the law for driving a car in Texas? But, we know the basic 'rules of the road' and thus can stay out of trouble most of the time. But, if there's some Texas sheriff the wants to toss us in the poky, he could damn sure find a way that would fit the letter of the law. Same is true in Mexico. Most of us don't know all of the laws about driving down there, but many of us get along just fine driving in TJ, because we understand the basics of what's expected. If prostitution is letter legal on this block, of in that hotel in TJ is really not the issue. We know that there are zones of tolerance. We know that within these zones prostitution is a non-issue both legally and culturally. We know that if you stray outside La Zona, the potential exists for cultural enforcement to be an issue. The point is, don't make a spectacle of doing what you're doing. If la chica is dressed like a hooker outside La Zona, you might have an issue. If she's dressed more like other females her age, there's less of a chance that anyone will take notice. If you go to a ST hotel outside La Zona and you're in the company of a lady, you're not being discrete. If you go in and come out minutes apart, there's less to connect you to any possible cultural offense. Several guys have asked about taking chicas to Pueblo Amigo or Lucerna. And, the general experienced have not been bad. However, please take note that in almost every case, la chica has 'dressed down' from her Zona attire so as not to attract attention or culturally offend anyone in the hotel. Even las chicas understand what's important. At the end of the night, the important things are to be discrete with your hobby when outside La Zona, and be aware that the legal system in Mexico is not the legal system in the US.
