Let me start with a disclaimer: It's not that YMMV as much as your tastes and standards may be different than mine, so keep that in mind... In La Zona is Cascadas. It is, well, the Cascadas. By my standards not very impressive. Plus far to noisy for my tastes, and I expect things like heat and A/C in a "nice" room, neither of which the Cascadas has. Big advantage is it is right in the center of the action. Last I checked Jacizzi rooms were $65. Can't speak to the Hotel Leon; never been there. Moving away from La Zona, a step up is El Parador. As of last Thursday a Jacuzzi Suite was $75. The hotel is OK, but nothing really fancy by any stretch of the imagination. It is, basically, what the Japanese call a "love motel". They have all the normal amenities, and the Jacuzzi is in a seperate (large) room with a couple of beach chairs. About a $10 taxi ride from La Zona. At the high end, and as part of a "real" hotel (not one used primarily for sexual encounters) are the Real del Rio (http://www.tijuana-net.com/realrio/), and The Grand Hotel (http://www.grandhoteltijuana.com/). Both offer high quality accomidations with all the amenities one would expect from a four star hotel - attached resturant, bar, room service, nice facilities, elevators, secure parking, etc. The Grand is out of my price range - the last time I asked a Jacuzzi Suite was going for $375 a night. And personally, I didn't think the hotel (in general) was as nice as the Real del Rio. They do have a great Sunday brunch, however. The Real del Rio is not as large, but the Jacuzzi Suites are very nice, with a seperate room for the Jacuzzi, a nice living room and a large bedroom. Great towels, BTW. And the only hotel I have found in TJ that is reasonably quiet (depending on where your room is). Last time I was there the Jacuzzi Suites were $175 a night. They only have 2 Jacuzzi Suites, so reserve early. The Real del Rio is located in the Zona Rio, near many good places to eat. Also about a $10 cab ride from La Zona. It gets my recomendation if you really want to impress without going overboard on the room rate. Now, my dream is to raze the block across from the Chicago Club, and build a 4 star hotel with a bar on the ground floor, then populate said bar with all the best chicas La Zona has to offer....
