It is illegal, but tolerated, in the ZN. If you have any doubts, try having a lawyer put together a contract between you and a chica, even in the ZN. It would be unenforceable, because Mexican law sees prostitution as illegal - that's why chicas don't have contracts to work as putas, even in the ZN.
