I am getting a bit frustrated re-reading your posts, to be honest. Nobody will convince me to change my strategy based on the scenario which they "believe/think/assume" likely to happen. If there is such a thing as the "worst-case" scenario, including being detained by police up to 72 hours, then, I will always pay bribes with no hesitation at all. And it is not like police can stop me anytime anywhere for extortion. I made a mistake, and $40 was a fine for that. If I am stupid enough to make the same mistake in future, I will pay another $40. As I wrote somewhere else, some people deal with muggers by attacking back. I would give (and have given) them money to get rid of the trouble quickly and safely.
